This reminds me of a kid I saw in Minneapolis, decades ago, standing on the sidewalk in the first rain after a longish drought. She was about eight, black, wearing (I think) a dress, and she held her arms out like this and was turning circles with her head up–like your figure. She was such a picture of joy that I’ve remembered her all these years–and even the corner she was standing on.

I found the map somewhere in stats and I did a screen dump on the picture and then I put it put as a widget.
