I feel that insisting on silence is over the top, but I also feel that libraries should not be overly noisy – a bit of conversation is the background is fine but loud music is not.

I agree. There must be thinking space in the room. Loud music disturb my thinking.

We have a few of those large libraries and they have a wonderful collection of music.
